DEFINITION OF PSARA

Any individual or business entity intending to provide security guard or manpower security services must obtain this registration. PSARA registration ensures proper regulation, supervision, and standardisation of private security agencies. It mandates background verification of agency owners and security personnel and requires guards to undergo prescribed training from authorised institutes. The registration applies to proprietorships, partnership firms, LLPs, and private limited companies. It helps maintain discipline, safety, and professionalism in the private security sector. Types of PSARA Licence Based on Area of Operation
District-Level PSARA Licence
A District-Level PSARA Licence permits a private security agency to operate only within one specific district of a State. The licence is issued by the State Controlling Authority after verification of documents limited to that district. The agency can deploy security guards only within the approved district boundaries. Any operation outside the district is strictly prohibited without additional approval. This licence is suitable for small or newly established security agencies.
Multi-District PSARA Licence (Up to Five Districts)
A Multi-District PSARA Licence allows a private security agency to operate in up to five specified districts within the same State. The licence clearly mentions the names of the approved districts. The agency is legally allowed to provide security services only in those approved districts. Separate police verification and compliance are required for each district. This licence is ideal for agencies planning moderate expansion within a State.
State-Level PSARA Licence (Whole State)
A State-Level PSARA Licence authorises a private security agency to operate throughout the entire State. It is issued after strict scrutiny by the State Controlling Authority and police authorities. The agency can deploy security personnel in any district of the State without seeking separate permissions. This licence requires higher compliance standards and stronger infrastructure. It is suitable for large security agencies with statewide operations.
